Director Andrew Harley
Founding Director and Managing Director of Harley & Clarke Construction Ltd. Andy Harley has shaped it to provide an innovative approach to construction across all sectors, ensuring that H&C is a leader in its field.
Prior to forming H&C Andy’s career has been in the property construction industry with Anwyl Construction, Persimmon plc, Beazer Homes, Laing O’Rourke as well as ANC Holdings in the United Arab Emirates.
Andy has a particular passion for property construction, and continues to play a full part in the H&C business.
Over the past 14 years he has overseen a huge variety of construction projects across the Northwest and North Wales.

Andy Roberts
General Manager
Andy plays a key part in effectively delivering construction projects to our clients overseeing each sites construction staff and materials requirements. Working closing with our Site Managers he brings a wealth of construction knowledge to each site. Prior to joining H&C Andy’s career has included roles in the property construction industry with Wates Living Space, Keepmoat, Linford Building Ltd, Seddon Building Ltd with a variety of roles across all construction sectors.
Paul Baines
Director
Proven track record developing numerous housing projects from land appraisal to completion for 4 major UK developers as Group Director more than 5000 units countrywide. Undertaken frameworks for housing associations to build housing & extra care facilities for local authorities – Flintshire & Denbighshire. Head of Building for the regional upgrade contractor for the MOD nationwide. Paul has a wealth of knowledge having over 40 years’ experience of working within the Construction industry. Paul has worked across a wide variety of sectors including heritage contracting working across regional historical iconic buildings, speculative development with some of the country’s largest house builders and has also been responsible for setting up and running several framework contracts covering social housing, extra care, refurbishment, educational and medical facilities.
Debbie Vaughan
Administrator
Debbie is a long-standing member of staff at the Harley & Clarke office, she oversees the daily accounts along with the company insurances for site, and vehicles. Debbie also maintains the company accounts together with our accountant and provides payroll support.
